Ministerial re-shuffle – Jane Ellison MP (FST) given charity tax brief
The new Prime Minister has finalised appointments to her Cabinet (full details here) and junior Ministerial posts.
Damian Hinds MP is no longer Exchequer Secretary to the Treasury following a move to the Department for Work and Pensions (DWP). The position has not replaced but HM Treasury has confirmed that the Financial Secretary to the Treasury, Jane Ellison MP, will have responsibility for charities, Gift Aid and the voluntary sector. She also has responsibility for strategic oversight of the UK tax system including direct, indirect, business, property and personal taxation.
Jane Ellison is the patron of the Home-Start Wandsworth charity and has previously voiced support for the Choose Charity Shops campaign. Previously she was Parliamentary Under Secretary of State for Public Health at the Department of Health from October 2013 until July 2016. She was elected Conservative MP for Battersea in 2010 and again in 2015 with an increased majority.
Rob Wilson MP has become Parliamentary Under-Secretary of State at the Department for Culture Media and Sport (DCMS), but there is speculation that he will retain his brief as Minister for Civil Society. The new Secretary of State for Culture, Media and Sport (whose responsibilities include cultural property, heritage and the historic environment, libraries, museums and galleries), Karen Bradley MP, is a Chartered Tax Adviser.
Also of note to CTG members is the announcement that responsibility for apprenticeships and skills (and therefore the Apprenticeship Levy) has been moved to the Department for Education, which will be overseen by the new Education Secretary, Justine Greening MP. Responsibility for business rates continues to be the responsibility of the Department for Communities and Local Government, with Sajid Javid MP, its new Secretary of State. Both were former Treasury Ministers responsible for charity taxation and have spoken at CTG’s Annual Tax Conference.
Robert Halfon MP has been appointed Minister of State at the Department for Education (DfE) and is expected to have responsibility for apprentices and skills.
